Summary
This position is located in the Office of Strategic Partnerships, Department of Compact Operations (DCO), Millennium Challenge Corporation (MCC).
Although the position is advertised equivalent to GS-14/15, MCC uses a pay banded system to compensate employees. This position is pay band 3b/3a which is generally equal to GS-14/15.
Duties
- Supports the development and implementation of core Compact and Threshold Program projects and activities via partnerships.
- Provides tailored support to assigned MCC country and regional teams for identifying, developing, and executing partnerships and approaches that increase the impact, innovation, efficiency, and sustainability of Compact and Threshold Program projects.
- Supports the development and implementation of partnerships with a wide range of organizations - including private sector, other Federal agencies, non-governmental and civil society organizations, foundations, impact investors, bilateral and multilateral donors, regional organizations, academic institutions and think tanks - across the technical sectors and geographies in MCC's portfolio.
- Recommends, develops and uses innovations, partnering tools and methods (e.g., grant-based partnership modalities, challenges/prizes, aligned funding arrangements) to advance MCC's country program goals, corporate strategies, and development effectiveness practice more broadly.
- Provides technical assistance, guidance, quality control, risk management, and oversight related to partnership theory and practice. This includes conducting research, working with MCC and country counterpart technical and administrative staff, gathering input from current and prospective partners and experts, and convening co-creation sessions with MCC, MCC country counterpart, and prospective partners.
- Supports development, implementation, oversight, and capacity building of partnership-related policies, procedures, tools, and guidance for MCC and country counterpart staff; often working in close coordination with other MCC teams such as procurement, finance, legal and communications.
- Helps country teams select the appropriate implementation modality for proposed partnerships and accompanies teams through partnership development, implementation, and monitoring and evaluation processes.
- Recommends and facilitates country program implementation plans to improve program policies, analyses, practices, templates, project management tools, methods, and organizational structure, as they relate to partnerships and innovation opportunities in MCC programs.
- Represents MCC through participation in public events and conferences and through traditional and social media.
- Performs other related duties as assigned.

Qualifications
To qualify for pay band 3B applicants must meet the following:Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4A (GS-13) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: experience creating and implementing bilateral and multi-party partnerships among businesses, multilateral development banks, foundations, and other bilateral development agencies; experience monitoring and evaluating the success of strategic partnerships, including the development and use of appropriate metrics; experience with international development programs; and experience facilitating and coordinating activities across organizational entities. To qualify for pay band 3A applicants must meet the following:
Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 3B (GS-14) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: experience brokering, creating, and implementing bilateral and multi-party partnerships among businesses, multilateral development banks, foundations, and other bilateral development agencies; experience monitoring and evaluating the success of strategic partnerships, including the development and use of appropriate metrics; experience with international development programs; and experience facilitating and coordinating activities across organizational entities; and experience representing the organization and leading all aspects of partnership formation and implementation, including facilitating and coordinating activities across organizational entities to gain organizational alignment on partnership priorities.
