Job Summary

The Manager of Electric Vehicle Supply Equipment (EVSE) will work with the Energy and Environment Department of the MBTA to identify and implement EV projects and manage the MBTA's electric vehicle charging stations. This includes both the MBTA's internal non-revenue vehicle fleet, electric bus fleet, as well as the MBTA's publicly facing EVSE. This is a key position in assisting the MBTA to meet its legal obligations for converting to electric vehicles and reducing its greenhouse gas emissions. The Manager of Electric Vehicle Supply Equipment will report to the Director of Energy Programs.  

Duties & Responsibilities

  • EVSE Installation
    1. Manage capital projects to install EVSE on MBTA property.
    2. Install Electric Vehicle Charging Stations utilizing the Utility's "Make Ready Program."
    3. Work closely with the multiple Utility Make Ready representatives for the MBTA.
    4. Maximize utility and state incentives for installing EVSE   across the organization.
    5. Apply for Tax Credits for installed EVSE.
    6. Coordinate grant applications for both internal and publicly facing EVSE.
    7. Manage the capital funding and grant under MBTA Electric Vehicle Charging Stations Program.
    8. Work closely with the Engineering and Capital Delivery departments to ensure all new capital projects install EVSE where appropriate.
    9. Upload project data for tracking in the MBTA's Enterprise Energy Management System and E-builder project management system.
  • EVSE Management & Contracting
    1. Monitor both the publicly facing EVSE network and internal non-revenue EVSE network to ensure uptime and deploy maintenance crews when necessary.
    2. Facilitate procurement and contracting activities for both an EVSE maintenance company for the MBTA's non-revenue EVSE as well as an EVSE company to design, build, own, operate, and maintain the MBTA's publicly facing EVSE.
    3. Coordinate with the Power System Maintenance and Bus Modernization departments to develop and implement a long-term maintenance plan for all MBTA EVSE.
    4. Serve as the Charge Management Software point of contact and assist in activating EVSE.
  • EVSE Strategy
    1. Develop and manage an EVSE software strategy that integrates EVSE software, Charge Management Software and Building Management Systems to achieve MBTA's strategic goals.
    2. Create an EVSE pricing plan to align with state policies, recoup cost, and generate revenue for the MBTA.
    3. Ensure adequate charging capacity for planed non-revenue fleet EV roll out by working with the Vehicle Engineering and Operations departments. 
    4. Develop a charging strategy that limits peak load, and energy cost, while prioritizing delivering a full charge to each bus, in coordination with the Bus Modernization and Bus Operations departments.   
    5. Explore and research new EV and energy related technologies and markets such as Vehicle to Grid, on-site generation linked EVSE, stationary batteries, etc. 
    6. Plan, develop, and implement projects that help the MBTA meet its legal requirements to reduce energy consumption, on-site burning of fossil fuels, emissions, and increase renewable energy generation and EVSE installations as outlined in Executive Order 594.
    7. Integrate EVSE software and data into other MBTA processes and portals to enable partner departments to leverage EVSE data.
    8. Track and report project and program Key Performance Indicators for the EVSE program.
    9. Deliver additional key energy initiatives as part of the Energy team.
    10. Keep up to date on energy and EV incentive offerings from utilities, state, and federal government programs.
    11. Initiate EV projects and secure funding to implement them through the Capital Investment Plan request process as well as from grant applications for state and federal funding.
  • Respond to each inquiry, whether from a customer, vendor or co-worker in a courteous and professional manner consistent with the Authority's "Driven by Customer Service" quality standard.
  • Work any and all shifts as assigned or directed.
  • Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies
  • Perform all other duties and projects that may be assigned.

Minimum Requirements & Qualifications

  • Bachelor's degree from an accredited institution in Engineering, Environmental Sciences, Environmental Management, Finance, Economics, or related field.
  • Five (5) years of demonstrated experience in the energy efficiency or decarbonization field.
  • One (1) year supervisory, managerial, and/or leadership experience.
  • The ability to use Word, Excel, PowerPoint and Database applications.
  • Ability to effectively communicate with outside contractors, regulatory agencies, community organizations and others on technical and sensitive matters.
  • Possess strong quantitative and technical skills.
  • Have a demonstrated knowledge of energy efficiency measures.
  • Have excellent customer service and conflict resolution skills.
  • Have the ability to supervise and work effectively with a diverse workforce.

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement. 
  • An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement. 
  • A master's degree in a related subject substitute for two (2) years of general experience. 
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.

Preferred Experience and Skills

  • Experience and knowledge of mechanical systems, building systems, decarbonization measures as well as fleet fuel management.
  • Possession of a Certified Energy Manager (CEM) Certification, Energy Efficiency Practitioner (EEP), or any Certification from the Association of Energy Engineers.

  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
