Exam Type: Temporary Exempt (TEX) - Category (CAT) 17

Fill Type: Temporary Substitute/Backfill Exemption under Charter Section 10.104-17.

This is a Temporary Exempt (TEX) Category 17 Appointment from Civil Service rules pursuant to San Francisco Charter Section 10.104-17. This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer. Duration of this Temporary Exempt Category 17 appointment is limited to two (2) years in four (4) six (6) month increments per CSC Rule 114, Article VI, Sec. 114.26.7.

Role description

Under general direction, the 2917 Program Support Analyst performs a variety of highly complex and responsible professional administrative duties in the planning and coordinating of the activities and programs of the assigned program; coordinates assigned functions and activities among department divisions; and provides highly responsible administrative staff assistance to the assigned executive staff.

Essential Duties and Functions

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list and may include additional duties as assigned.

1. Acts as a liaison between Economic Support & Self-Sufficiency (ESSS) programs, IT department, other Divisions of the Agency and vendors.

2. Manages assigned projects inclusive of monitoring projects, budgetary performance to ensure compliance with applicable specifications, rules, regulations, laws, safeguarding quality of work performed and final products; supervises the preparation of initial and final flow process design and necessary documentation.

3. Collaborates, develops proposals, models, and plans with key stakeholders for the design and implementation of business processes, applications and/or system requirements gathering, and systems, including problem definition, user needs documentation, and end users testing/validation.

4. Provides technical assistance and maintenance of various applications and databases.

5. Assesses and offers solutions to program needs during the development and implementation of re-engineering business processes including the interplay between systems and business processes.

6. Develops end-user documentation and other job aids and coordinates user training and support related to assigned projects.

How to qualify

Education

A baccalaureate degree from an accredited college or university.

Experience

Administration Specialty:

Three (3) years of professional experience in a general administrative capacity of which two (2) years (4000 hours) are in the field of human services. This experience includes responsibility for functions such as budget administration, contract administration, program planning and policy development, or statistical research.

License and Certification

Some positions require possession of a valid California driver's license.

Substitution for Education 

Additional qualifying experience as stated under the experience requirement may be substituted for up to two (2) years of the required education on a year-for-year basis (30 semester/45 quarter units equals one year).

Substitution for Experience 

Possession of a Master's degree in social work, business administration, public administration or related field may substitute for one (1) year of the required experience as described above for all specialties.

Selection Procedures

The selection process will include an evaluation of applications in relation to minimum requirements and assessment of candidates' job-related knowledge, skills, and abilities in an oral interview, which may include a written or performance exercise.

Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to continue in the selection process.
