The role:

Apply today to join our team as a right of way statewide utility & railroad analyst! In this collaborative role you will assist our statewide utility & rail liaison when transportation projects affect utility and railroad operations when or require changes to their facilities. You will analyze and update procedures, identify and resolve problems, and recommend more efficient approaches. This important work supports our agency’s mission by helping build lasting relationships with our project development teams, consultants and railroad operations.

A day in the life:

  • Assist in developing, implementing and enforcing statewide railroad and utility rules, laws, policies and procedures.

  • Evaluate railroad and utility program operations and administrative systems.

  • Maintain regular contact with city, county, state and federal officials concerning designs, plans, schedules and other construction activities.

  • Provide quality control and quality assurance for utility relocation and railroad liaison programs.

  • Train consultants, local agencies and regions on utility coordination and railroad operations.

  • Coordinate project delivery work tasks with our agency’s Public Transportation Division.

  • Communicate with project team members regarding acquiring property rights.

  • Support the preparation of construction and maintenance agreements and other related agreements and coordinate easement acquisition efforts.

  • Participate on project development teams as a technical resource.

  • Assist with documenting and analyzing utility problems reported during construction and facilitate the resolution of problems.

  • Act as a project contact for railroads where highway and railroad facilities are in conflict or present and provide expertise and liaison between public and private railroads operating in Oregon.

  • Work in an office environment with hybrid work options available – remote work schedule will be agreed upon by supervisor and employee.

  • Travel is required throughout the state including for visits to remote project sites and conducting diagnostic meetings on site with rail representatives; overnight travel may be occasionally necessary.

Minimum qualifications:
Any combination of experience or education equivalent to three years technical-level experience that typically supports the knowledge and skill requirements listed for the classification.

OR
A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science or any degree demonstrating the capacity for the knowledge and skills.


Special qualifications:
Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.
